Why pads matter on Cleveland clay
Much of the ground around Cleveland is clay that moves. The USDA soil description for Sharkey clay, one of the most common Delta soils, notes cracks 1 to 3 centimeters wide reaching 20 to 24 inches deep or more in most years. It shrinks when it dries and swells when it wets, and it drains very slowly. A slab poured right on that ground with water standing against it is asking for trouble.
A pad raises the house above the surrounding ground and gives water a way off. It does not change the clay underneath, so the builder or engineer decides the foundation design. Our job is the dirt: getting the right fill in, getting it spread and shaped to the size and height they ask for, and sloping the sides to shed water.

Flood zones and city permits
Cleveland's Department of Community Development handles building permits, contractor licensing and floodplain management, and it has a floodplain permit application. The department says almost any work done inside the city requires a permit before it starts. If your lot is inside city limits, call them at 662-843-4601 before the fill goes down.
If the lot is in a mapped flood zone, the floodplain administrator decides how high the lowest floor has to be. A surveyor usually documents that on a FEMA elevation certificate, and lenders and insurers often ask for it. Outside the city, check with Bolivar County. Knowing the required height first keeps the pad from being built too low.
Fill, lifts and timing
Ask your builder what kind of fill they want and how it should be placed. Many builders and engineers want fill placed in layers, often called lifts, and packed as it goes, rather than dumped in one tall pile. Some want a certain soil type or a compaction test. We build to what they ask for, so get those details to us before the estimate.
Weather matters here. Wet clay fill is heavy, slick and hard to work, and a pad built from mud does not settle the way anyone wants. We schedule around rain and look at the ground before trucks roll in. If the lot needs clearing or a ditch cleaned out first, we can do that as part of the same job.
